The answer is obvious:
In Ukraine we present the project in Ukrainian or Russian, but if you take part in competitions where the judges are English-speaking, then do it in English, if you are confident in your abilities.
Whatever the case may be, it is vital for a founder to be able to speak and communicate in English.
Especially if your project is aimed at other markets, a (google) translator certainly won't do.
And the speech cannot be "they understand me anyway", "I don't have time for English yet, I have to work on the project", or "I'll get down to business".
Let's say you decided to apply to business programs, accelerators (CRDF global, AC Innovation, Get in the Ring, Y combinator, 500 Startups, Techstars, Plug and Play etc.), applications in English, some ask for video with the team, then interview in English, then intensive program, individual consultations etc.
In this case, English is the tool to win the competition, get training, get investment. I recommend you to accept and accept this language as a part of your life.
Start learning (not teaching) English now by reading blogs, listening to podcasts, YouTube channels of your favorite business writers, trainers, successful entrepreneurs. Participate in webinars, online schools (Y combinator has).
Follow trends in your niche.
If you already have a project and have something to write about, then run your own blog in English (Linkdin, medium.com or Quora). Make friends with the media, journalists, hire a go-getter to write beautiful stories about your techno startups, and(or) try it yourself (on reddit). Be visible.
Post your project on (f6s.com, angel.co), pitch to Techcrunch.

For example the Ukrainian company POLYTEDA CLOUD did receive over 1 million euros.
My point is, stop devoting time to English, make it part of your business and life in general. We will need to learn another language soon.
