The world indicator characterizing the degree of development of the industry is the level of cement consumption per capita. At the end of 2017, it amounted to about 273 kg in Uzbekistan (for comparison: in Western Europe - 395 kg, in Russia - 462 kg, in Turkey - 931 kg, the world average - 433 kg).
In the Republic, cement production increased in 2002-2017 from 3.7 million tons to 8.9 million tons. According to forecasts, cement production in Uzbekistan will grow by an average of 3.5% annually and will reach 9.0 million tons in 2019.
The achieved level of cement production (about 8,925 thousand tons in 2017) does not meet the market needs. In February - March 2018, 441 thousand tons of cement were imported to the republic, which is about 20% of the total market volume, while, despite the out-of-season (February-March), the price of cement remains relatively high.
The development of the construction market was influenced by the following State programs and regulations:
- Resolution "On accelerating the development of infrastructure, transport and communication construction in 2011-2015";
- The program "On the priorities of the republic's industry development in 2011-15";
- "Program for the construction of individual housing on standard projects in rural areas";
- Decree of the President of the Republic of Uzbekistan No. PP-2728 dated January 13, 2017 "On additional measures for the effective implementation of the program for the construction and reconstruction of affordable apartment buildings in cities for 2017-2020."
In the future, the increase in demand for cement is due to the following factors:
- construction and reconstruction of affordable apartment buildings in cities for 2017-2020;
- construction of affordable residential buildings according to updated standard projects in rural areas for 2017-2021.
- construction of the international business center Tashkent City in an area of 80 hectares, with a total cost of $ 1.0 billion;
- construction of a mining and metallurgical complex based on the Tebinbulak titanium-magnetite ore deposit in the Karauzak region of the Republic of Karakalpakstan;
- reconstruction and improvement of residential buildings and infrastructure in the villages of the Republic as part of the implementation of measures in pursuance of the decree of the President of the Republic of Uzbekistan No.UP-5386 dated March 29, 2018 "On the Obod kishlok program" and the Resolution of the President of the Republic of Uzbekistan No. PP-3630 dated March 29, 2018 " On additional measures to implement the "Obod Qishlok" program in 2018 ";
To date, the bulk of cement production is distributed between 5 operating plants: Qizilqumsement JSC (40.0%), Akhangarancement JSC (21.0%), Bekabadcement JSC (12.3%), Kuvasaycement JSC »(11.3%), Jizzakh cement plant (9.4%) and other small enterprises (6.0%).
In 2017, the largest number of construction work in monetary terms fell on the following regions: Tashkent, Bukhara, Kashkadarya, Samarkand regions, located in the south and east of Uzbekistan. About 16% of the total volume of capital construction was accounted for only in the city of Tashkent.
